2 Mission & Impact Statements Mission Our mission is to provide: safe, affordable, drug-free transitional housing and essential services to our at risk clients. Our clients may be in recovery from substance dependence, seeking housing after their incarceration, A&D or mental health treatment, while they attempt to reintegrate into society from around the Middle Tennessee area. Background TLC Housing was founded in 2004 by the late Trent Jarrett. His dream was to provide a safe place for offenders while they re-integrate into society. His belief was that even the most hardened criminal could be softened with a little tender loving care. TLC began with one house and grew, for the most part overnight, to an 83 bed facility. He planned to expand services to include an Outpatient program and education and job skills training for the residents. Obtaining funding through grants was another dream of his which is being accomplished with the Access to Recovery II grant, and others that we continue to apply for to date. Impact In the past year TLC has built a stronger Board of Directors and made plans for our 3th fundraiser in the Fall of We have also started a new initiative for which we are seeking funding through Foundations in the area. Needs Currently, our most pressing need is for another program manager for the men's program, the base salary is $24,500. Our staff is in need of training for nonprofit organization, financing and strategic planning and courses related to addiction treatment and criminal thinking. The center for nonprofit management has some workshops available on these topics, and they also have fund matching available through the Frist Foundation. Our next goal is to obtain an 8 to 10 passenger van for client transportation to appointments and activities. The projected cost is $20,000 excluding insurance and maintenance. Bus passess for the clients upon release has become a necessity in these harsh economic times. It is unfair to expect them to find employment, make appointments, interviews and Parole or probation visits without transportation. Our one case manager can only do so much. MTA sells monthly unlimited ride bus passes for $ We can purchase them at half price due to the clients being homeless and unemployed. But that cost will be $40.00 x 54 clients, = $ at any given time. And we will always need linens for the beds and kitchen supplies: pots pans, coffee makers etc... We accept offenders from as far as Tiptonville TN and Whiteville TN, but they all become residents of Davidson county when released. Clients come from jails in the surrounding counties and due to the Meth epidemic we receive clients from as far as Lexington, Coffee and Knox counties. Lincoln Trails Behaviorial Health Center in Radcliff Kentucky has referred clients as well. We also accept clients from area treatment centers and mental health facilities with substance abuse histories. Board Chair Statement TLC Housing has been successful in helping offenders after release and we will continue to find resources in these hard times to help our clients suceed. We have had to downsize in the last year and cut a position that is truly needed. CEO Statement TLC Housing has served an important role in the lives of released offenders over the last 6 years. We have given our clients a place to begin a new life in a safe, compassionate family oriented environment. We understand the fear and frustrations that they face being felons with poor job histories and drug and alcohol problems. We provide a measure of stability and have become sounding boards for them as they navigate, in very unfamiliar waters, to become productive members of society sometimes for the first time in their lives. 3
4 Programs Programs Counseling Description Professional Counseling for drug and alcohol abuse. Counseling is provided to those who are on parole and joining our 90 day program. This a an extremely important component of our housing guidelines. Counselors address many issues and clients are encouraged to become self sufficient to better contribute to society in a positive and drug free environment. Budget 5,000 Category Population Served Short Term Success Long term Success Program Success Monitored By Examples of Program Success Human Services, General/Other Services for Specific Populations Alcohol, Drug, Substance Abusers, At-Risk Populations, Homeless One individual has been drug free for the past two years after completing the program which includes counseling on site, tools to assist in finding employment, a place to sleep while searching for employment, assistance in food, housing, clothing, telephones to call Parole Officers or counselors, transportation such as bus fares, television and also supervison to assure that they are complying with the rules and regulations of the houses. Each person is regularly tested within a 90 day period and also whenever they do not pay their rent. The national average success rate for a 28 day treatment is 34 percent. Our success rate for the same time frame is 69%. Each year we assist approximately 400 people who have either been incarcerated or some who simply walk off the street who are homeless and have an addiction. Many have left and then returned in order to continue with their counseling. It is our goal to continue to assist as many as possible to give them the opportunity for a better life. The counseling has proven to be extremely successful as there are many who are now able to provide themselves a place to live, work, pay their taxes and contibute in a positive way to society. The counselors monitor their progress every 6 months to determine the 69% success rate. The overall success rate per year is 69% completing this 90 day program. LP is an example of someone who has successfully completed this program. He is now working at the Waffle House and has been named a house manager of TLC. He has been with us for over a year and still remains drug free. He continues to live within our housing to assist others in their fight against dependency. 4
5 Relapse Prevention Description This is a 10 week class which has been established to give the attending clients the tools needed to stay clean, grow in the recovery process and learn to handle day to day problems without the use of drugs or alcohol thus becoming a positive member of the community in which they live. The class is taught by Roger Enlow,ADACI,CNC Budget 7800 Category Population Served Short Term Success Long term Success Program Success Monitored By Examples of Program Success Mental Health, Substance Abuse Programs, General/other Substance Abuse Counseling Alcohol, Drug, Substance Abusers, Offenders/Ex-Offenders, Homeless After the 10 week period, at least 3 persons will complete all assignments, remain drug free and graduate. Each graduate receives a key to represent his reentering society. This gives them a sense of accomplishment and desire to go on and complete something else. These are baby steps to bring them back into society as productive individuals. As a result of this program, 40% have abstained from drug and alcohol abuse for a period of 3 months. 27% of this 40% don't abuse or become incarcerated again. There have been several persons who remain in the program for up to 3 years. It is our hope that we will have mentors for the 40% group after their being in the program for a year. This program is monitored by random drug testing. Each individual must test negative twice in order to graduate. If they go on to become volunteers or mentors, this is a sign that they are taking this seriously. They also must complete an SASSI-3 substance abuse survey. Each individual is given behavioral assignments to complete and the counselor monitors their progress. 60% test negative within the first month for substance abuse. Those graduating the 10 week course receive a key which inspires them to continue on in recovery. 3 persons attend 12 step meetings and have maintained a clean recovery. 5
6 Anger Management Description This is a 12 week class designed to address the anger management issues confronting substance abuse clients. Cognitive Behavioral Therapy (CBT) is used to show the client the emotional and physiological components of anger relaxation interventions, cognitive interventions and communication skills. Intervention and combined interventions are all used during the 12 week class to help the client learn to deal with anger issues in a more positive and productive way. This class is taught by Roger Enlow, ADACI. We have only completed one 12 week class thus far but we feel that there will be a high success rate as the 4 people who have completed this class are still clean and sober and working and living on their own. In the 12 week Anger Management Class, we use all four interventions to address the anger issues confronting each person taking the class. We use the Cognitive Behavioral Therapy Manual, which gives us a program outline for the 12 week class. This Manual is a publication of the U.S. Dept of Health and Human Services and is an excellent tool when working with Substance Abuse and Mental Health clients with anger issues. As this is a new program, we have only had 4 complete it. All four remain clean and sober and maintain a job while living on their own. So far there is a 100% success rate. CEO Comments Our vision is one of hope for our clients and staff. We are challanged by the need for funding in these harsh economic times and the job market makes it difficult for our offenders with felonies to obtain employment. The small size of our staff makes it neccessary to pool our resources and point our clients in the right direction. We intend to hire a case manager part time at first, to help facilitate the growth of the programs. When we can underwrite the cost of program fees through outside funding the clients can concentrate on goals for the future instead of working at a temp service all day to pay for a roof over their heads for one or two nights. 6
